How does the look work in many Minecraft Hack clients?

Well, it doesn't send packets to the server, so to speak. After deactivation, it spam the server. Hope you know what i mean
So from the question you can actually think that he is either just curious or wants to know for programming from a client or AntiCheat (he wrote anticheat below) but from the question you can't conclude that he is hacking!
I don't know, but it will just be a simulation of a lag by not sending any packets.
