Make Minecraft Item unrecoverable?

I would like to give players a pickaxe with a certain amount of wear. However, players simply repair these. I tried there for example Luck of the sea to make it, I know it makes no sense but I was hoping that then in the anvil comes the following message: "Too expensive!" but you can repair them.

I'm not sure anymore, but could work:

Rename the pick very often. This should cost 1 level more each time. And once you get to 40 levels, fixing them is "too expensive."
