Minecraft particle force?

I have a question about Minecraft 1.15.

If you enter the command / particle you can say at the end whether you want force or normal. And what's the difference now? I did both times and saw no differences…

If you enter "normal", these particles will only be shown for those who allow all particles in the settings, but those who hide particles will not see the particles.

But "force" ignores the settings and shows the particles to everyone, no matter what has been set.
