Minecraft forceload command?

I tried to load a chunk permanently on the server of my buddy and myself with the command "forceload". I entered the command "/ forceload add ~ ~" and the error message came: "No chunks were marked for force loading". How can I work around this error message? By the way, the server is PaperMC 1.15.2. And if I can't get around this error, is there any plugin to load chunks permanently, even if no one is on the server? Answers would be great.
