Why isn't Redstone forwarded?

When I was building on my Minecraft server (1.15) (Forge) I was just going to move Redstone. But somehow the redstone did not pass on (or did not go on) when it went down a block… Does anyone know why this is and how I can fix the problem? Thank you in advance.

If neither works, you could work around the problem with command blocks (not fix it). If you don't know how, then I can help you.

Swap the sea lantern with another block such as Stone out, then it goes.
