You can e.g. Make a local host server with your PC, you don't need a server for that. As I said: just a V / root server. Btw a localhost server is only suitable for testing its plugins or anything else, because nobody else can do it there (and people in your network think so)
Minecraft Server is software that you can download and install for free.
But if you rent a vserver, you should be familiar with Linux on the command line and also know how to secure it.
