I've always had the idea of creating my own texture pack for minecraft. However, I have never dealt with that. Now I have time, and that's why I looked around the internet a bit to see how to do it. However, for all editing options you first need Minecraft on the device.
My question: Can you also create a texture pack without Minecraft on the device (Mac)?

To do this, you simply have to download a template pack with the vanilla textures for the appropriate version and then you can edit the things in it
In principle yes, but then you can't test it. You would first have to download a finished texture pack (unless you are doing it from scratch and want to make all the folders yourself) and then simply edit the textures - done!
