Minecraft texturepack not found?

Today I thought of making my own Minecraft texture pack and tried that with a small change. However, Minecraft can't find the texture pack. Yes, I put it in the correct folder and I still don't see it. Does anyone know the problem?

Edit: I think I found my problem: There's no pack.mcmeta available. Is that the same in every texturepack? So can I just copy this from another one?
