Minecraft crash. What does the error message mean?

Whenever I want to open my city, my game crashes. I always get the error: The game crashed while exception in server tick loop

Error: java.lang.IllegalArgumentException: ChunkNibbleArrays should be 2048 bytes not: 0

(I'm using version 1.12.2 with WorldEdit and OptiFine (Forge Modloader)). What does the error message mean and how can I fix the error?

Hm, I had previously opened the world briefly with 1.13.2, without mods. Maybe it's because?

Yes that's it, with 1.13 was a new world formatting introduced, this one can't undo as far as I know.

The world is now probably only for the 1.13
