Minecraft: Commandblock that can kick and ban?

How can I get a Commandblock in Minecraft 1.13.2 that can kick and ban players? After all, you can't simply type / kick @a [tag = test], because then the Commandblock can't do that somehow.

Command blocks can't kick, ban or OP anyone. That is so from Mojang for safety.
