The Java has a different menu and more sophisticated modding options. It has minor changes in the game to the Bedrock Edition, but these are not very important. Some large servers only run on Java. If you want to play with bigger players (maybe streamers), you mostly need Java. The Bedrock has a slightly different inventory. You can find the Java here:

You will also find the Bedrock there. You can also get this in the Microsoft Store. I recommend the Java though.
Java is much easier to mod, skins, TPs / RPs cost nothing, maps are pretty much everywhere, plugins are easier to code. Disadvantage: it's Java.
You can also easily switch between the versions.
Bedrock is, I say, easier when it comes to pvp. Op range, you can build ez without spending hours practicing building techniques. On the other hand, you can easily code plugins in Java, play with mods, make your own server (with mods too). There are just more possibilities with Java
Basically both versions support texture packs. However, the Java version has a clear advantage here. It has been around a lot longer and is therefore better supported by mod developers.
There are still small differences, for example that an armor stand has no arms in Java or that changing the color of beacon beams is faster in Java. There are advantages in both versions. Personally, I would buy Java
