This is not a 3D program needed, with a bit of practice that goes with any graphics program - find yourself a forum with graphics area (preferably one of Minecraftfans) as that is determined for free or for little money
If you can't find one, ask at the designsaloon.club - with a description and maybe an example of what you like, you'll get a free banner, but it can take a couple of days
