PS: It does not matter if you have the games installed on your SSD or HDD. At the frame rate, nothing changes. Only the load times are shorter with the SSD.
Is already "balanced". I do not want to go to "high performance" because I used that for a while and the electricity bill went up in the air ^^
There's something wrong with your processor. As you can probably see for yourself on the link, it does only about 52% of what it should do.
Look in the Task Manager if anything is heavy on the processor.
