I would have guessed for a quarter of a year that I have had a problem that the frame rate in all games (e.g. G-Mod, Battlefront 2, Minecraft, ETS2, GTA 5, every emulator game) simply does not remain constant on my computer. Even with the lowest settings, I basically have 60 FPS, and that has always been the case throughout, but since this period it has happened that the frame rate drops to the low 20s every 30 to 60 seconds. Then to rise to 60 again after about 10-20 seconds. In Task Manager, there's no noticeable as far as the GPU utilization is concerned… That makes gaming on my PC impossible, so to speak…

With GeForce Experience, I always keep graphics card drivers up to date.
Use Windows 10 Pro x64 with an AMD FX (tm) -8300 eight-core processor (clock 3300 MHz), 16 GB DDR-3 RAM, and the GeForce 1060 3GB.
The FX processor is no longer really up to date or powerful. Think that's because of the frame drops.
What CPU usage do you have in the games where the frames dropped?
As soon as the game starts to lag, the CPU utilization increases to approx. 95 percent and then drops rapidly back to the 40 percent range as soon as the lags decrease. Then probably need a new CPU: N
