Could you even get 100-300 FPS in Minecraft with either?
Why exactly 100-300? You won't find anything that good in this price range. Either used or continue saving. At least these are better than the one you sent.
The second link does not lead to any setup. The first is mMn too expensive. This is the third time I'm writing: With the budget you have to buy used if you want a gaming PC. You won't get anything new there!
The question is more for what do you need 100-300 FPS in MINECRAFT? 60-80 are really a thousand times sufficient in such a game.
If you currently have a sufficient PC, I would advise you not to buy an ok one. Hardware prices are currently higher than ever.
I would only look for a PC again in a year or so.
So first of all: Unfortunately, the one link you shared doesn't work.
To the other computer I can say: NO. This won't get you 100-300 FPS.
However, over 60FPS (i.e. A smooth gaming experience with a 60Hz monitor) should be easily achievable as long as the render distance, texture packages, etc. Remain within limits.
The second link leads to the basic gaming PC overview from Dubaro, the first link to a PC that is about 20 percent cheaper even on Agando.
Better take the one, Dubaro is overpriced:

A similar system is available from Hardware Council for around 350 euro, where it is also advertised as an office system:

Do you even have a monitor that supports 300fps?
It depends on what you want to do there.
Think about PVP, 144hz can be quite useful there.
But only with the right monitor.
And since he is looking in such a low PC price range, I assume he has a standard 60Hz monitor.
In addition, you don't really need 144Hz in Minecraft PvP, the difference is only really noticeable in shooters.
