File could not be downloaded. Forge 1.12.2-14.23.5.2824.jar? (Minecraft error)?

I installed Forge Version 1.3.2 today and I wanted to launch Minecraft now. However, the error message appears with me: File could not be downloaded. Forge 1.12.2-14.23.5.2824.jar. This error message does not only come with the version 1.3.2, but also with all other versions and when I start the game with Optifine. I've often read that you have to uninstall ByteFence, but I do not have the program. Does anyone know how to fix it otherwise?
