To get straight to the point, I ask: could I record Minecraft with HD or Full HD with these PC parts:
CPU: Intel Core i3-9100F
GPU: Radeon RX 570 Series
RAM: 2x 4GB
And if that were possible, what settings would I have to make, i.e. Bit rate, etc?

If you want to play in 1.8.9 this will work, but only if you don't use an elaborate texture pack and medium-low settings.
