Jar file does not work because possibly no Java?

I want to download something for Minecraft, but I can't start the .jar files when I click on them. The files don't have the Java symbol as usual, but something strange, so I suspect that somehow it doesn't want to start with Java. It always asks me which program I want to start with and doesn't suggest any.

You clever minds can surely help me, right?

Download Java ("Windows Offline (64-Bit)") here:

And then do it

Right click on the file
Click on "Open with"
and then select Java

Then you have to go to extended or whatever and look for the program there, i.e. The java.exe

Open up cmd and enter

java version

Will you then see a version? Or that you have nothing called "java"?

If you can see a version, then you have Java. Then try opening the jar file like this:

Go to their folder
Enter "cmd" (without the quotation marks) for the folder at the top of the search bar.
Then cmd opens with the folder as the path
Then enter in the CMD:

java -jar the name of your file.jar

See what comes next, or whether it can be carried out. You are welcome to report back if there's an error.
