Minecraft forge is saved as a txt file?

If I go to froge and want to install forge and then save to file it is a txt file and yes, can someone help me please

Usually you can choose how the file is saved there's a menu where it says txt or all files then write on all files and at the end of the file .jar but I don't understand where the problem is because you can easily see mods in mod folder and forge is an installer where you don't have to save anything extra

So it just says you want to save the following file:
then stop the file name and there's a text file symbol next to it and then just save the file or cancel and when I open the file the editor comes with a lot of characters

Do you have Java installed?
