Yes, it is the same program code. You can play on the servers that you can reach with your mobile phone. The game is cross-platform with Windows 10, Android, iOS and more.
With the Windows 10 Edition (from the Microsoft Store) you can join all the servers that you can connect to with your mobile phone (whether Android, iOS or whatever).
As far as I know, there are not the Griefergames server for the Pocket Edition (ie for the mobile phone) but only for the Java version, which you can only buy directly from https://minecraft.net/...ecraft.net and download.
If you really want to have the Windows 10 version of Minecraft, I would still recommend that you buy the Java version and there you get (at least it was like that for me) the Windows 10 version for free
