Because they will be reloaded. So you do not change the biomes. For this a .json is created in which you can activate the biome (true) and disable (false).

I have the 1.7.10 version. There's the biomegen.cfg file, in which you can set that. What else is she supposed to be good for?
So I have not just deleted the biom.json files, but put in the config to false, as it stands on the page.
