Withdraw Google Play Credit, Illegal?

It was a little while ago, but when I was 10 or so I can remember how my friend bought and downloaded Minecraft Pocket Edition, withdrew the money from Google Play, the game had + the money again. Now I notice: that's illegal, isn't it?

I don't think so because Google failed to withdraw the received performance. When playing Supercell you get minus jewels or diamonds if you have already spent them.

I've done it myself umpteen times.
