Do you have Spigot / Bukkit /… (not Vanilla) as server software? Only then can you install plugins.
Did you move a plugins folder and the plugin in there?
If all of this is true, it should say that the .jar file is in the plugins folder, but the folder for that plugin is not. You have to restart the server or run the command / rl (reload) in the chat while it is online.
If it is still not there, then you have to install the plugin version that matches your server version.
If it still doesn't work, try hosting the server from scratch…
