Read the processor temperature with Speedfan. Is your CPU clocking down (see Task Manager)?

OK. For me it was due to the waste heat of the CPU but AMDs are oven. The flickering would not fit. Rather just the bucking.
Does it flicker when you use the onboard graphics? So graphics card out, monitor to MB connect.

No, I mean that the cpu may do that self. It does that when it gets too hot to protect against a defect.
Observe in the task manager the clock rate whether it drops below (full) load. You can generate full load with Prime95.
