Freeze applications on screen?

Whenever I play games or something (Minecraft) I sometimes have my browser open and I want the browser to be "fixed" in the top right corner of my PC so that when I press something on Minecraft, the browser "behind" Minecraft is me wants the browser or TeamSpeak to be fixed, for example.

Unfortunately: that doesn't work.

Where something is running on the screen and at what level is controlled by the program, by the source itself. You can't reach that.

It is often the case that the program allows the operating system to control it in whole or in part. It is then set what can be started several times, where which bar is located and where "docking" is allowed and what can happen there.

If it were extremely important, you can only run individual programs in a virtual machine. You then drag them wherever you want. The whole VM. However, the overhead is so gigantic that I advise against it.

It's a shame, but thanks a lot that you could explain it to me.
