Halfway there, yes. Google times after user benchmarks. There are benchmarks for almost every possible configuration.

How did you come up with that? The clock frequency doesn't really matter.
Minecraft's minimum requirements are 3.1 GHz. Minecraft is very CPU-heavy, it won't work well on it.
You get 0 fps, whether that is playable for you, you have to try it yourself.

I've tried it, and it crashes every time before you even load in the world. But it also depends on a lot of other things, such as GPU and RAM.
