Minecraft Spigot Spawner?

I would like to create a spawner in Minecraft that has an armo stand in its center (i.e. The small circling entity), and the armor stand should also carry an item on its head.

I don't understand how I can put an item on the armo stand.

I just need the entity in the spawner and this entity is a tile entity, but thanks for your answer.
