Paper (further development of Spigot) is much better, more reliable and has all the features of Spigot and Bukkit. But if you ask so Spigot (evolution of Bukkit)

Either Spigot (further development of Bukkit) or even better Paper a further development of Spigot (99% compatible with all Spigot plugins).

By no means Bukkit, is absolutely out of date.
