Minecraft modpacks on Forge?

At the moment I'm playing minecraft FTB infinity evolved but I wonder if I can pack mods in modpacks or change individual mods because I'm missing mods in FTB infinity evolved or energy cables (industryal craft fiber optic cables) can only conduct a certain voltage. And wonder if I can change the fiber optic cables so that they can conduct infinitely.
