In 1.14 a vanilla server runs just fine with 4GB RAM so I said yes it depends on the version. In 1.7.10 2gb will definitely go
That's nonsense, I had several Vanilla servers running 1.14, for which even 512MB RAM is enough for operation with one player.
Yes they will start with 512mb but if 3-4 players run around and chunks no longer generate. In addition, Twilight forest draws a disproportionate amount of CPU power and a lot of RAM when new chunks are generated. RAM is no longer expensive these days, so you don't have to be so stingy

With Vanilla, about 100MB RAM is enough for each player. Even inefficient mods clearly need less than 1 GB of RAM, and that on the client side. On the server side, consumption is even lower. RAM remains an important cost factor for most servers.
