And where exactly is your problem? In itself the file looks good…
So you don't see any prefixes or the colors…
As long as no player is assigned to a group, nothing can be seen in the game. The prefixes and colors relate to player and text and are not displayed when starting the plugins.

But the plugin is not responsible for "populating" your chat with the prefixes.
To do this, you need a plugin that formats your chat.
In this you can then also set the layout of the chat message for each group.
PermissionsEx or LuckPerms can't do that…
But no players entered. For testing you should at least enter the admin
