I have no idea how to call this shader, mod or something but i try to explain it. If you look at a block in MC it glows in rainbow colors.

I only know this from clients like LabyMod or the BLC. You have to go (in LabyMod) under Addons and activate the addon "CustomBlockOverlay". (If you want to install LabyMod to use this and many other addons: https://www.labymod.net/download)
