Is this PC strong enough (MC)?

Can I use the following components Minecraft liquid with min. 72FPS playing in 1080p with the Seus-renewed shader? I was often told that this is a very demanding shader and with my laptop (2x1ghz + AMD Radeon 8700 + 8gb RAM) I have with the shader only 10-15 FPS in HD. Can I build a PC together with one?

Yes, but my bad 2011 laptop sometimes has 15, would be weird if a much stronger graka only 30könne.

My laptop has 2x1ghz and 15fps, would be weird if then a CPU with 4x3,1ghz only just over 30FPS so just about the power of a 2x1ghz CPU would come.
