Minecraft Cape without mods?

I want a cape in Minecraft that everyone can see and for which I don't need a mod or something. And it should be free. Does anyone know how this works?

Without a mod, you can only go to Minecom, the Minecraft fair. But costs admission.

With mod:

Optifine: costs 10 euro, but see a lot of players because almost everyone plays with Optifine
other mods: sometimes you can even pixel a cape yourself, but then hardly anyone sees it because these mods are rarely played
