I might want to open a server with around 5-10 people. There won't be a lot of plugins either. Is 2GB RAM enough, or do I have to expect more?

It all depends on the number of players, performance requirements and plug-in types. Plugins that render the world map have completely different requirements than a chat plugin. It is also about how and where is being built. If, for example, there's a lot of redstone in the vicinity of each spawn, then the server has to compute constantly and this can overload it. The number of mobs can also be overwhelming.
So you see, a server is not just open and ready, but it is intensive programming work and calculating what is necessary and what is not.
We were with 8 people on 12 GB but it was tagged.

So if you want to play completely lag free, then 2gb are not enough, so you should calculate with a minimum of 4gb. It can also be that you need a little more, but I think that 4gb will be enough

This is not necessarily programming work and calculation. You can first open a server, try it and add more RAM if necessary and optimize it later if necessary.
