Not anvil for all mc?

I have a minecraft server. Now I wanted to know how it works, all players who do not have an op only use the anvil to combine the objects and do not change a name? So players with op can use the anvil as normal. Does that work with commands? Or does this work with a plugin? If so, what are their names?

No, there's something as far as I don't know. It would also be a shame to take away the naming function from the players.

But what you can do is to name things IN COLOR as an OP or to name things that you can't get by playing. Like a spawn egg, for example. Regular players can't do that and there's a distinction.
