Random Item Drops Minecraft 1.14.4?

I wanted to ask if there's a plugin that drops a different one for each different block.

So if I mine a dirt block that does NOT drop a dirt block but a random item.

I have already seen it with some people and wanted to ask what is the name of this plugin?
