Looking for a specific plugin for Minecraft?

Hello I'm looking for a plugin where you can set a radius from when the player can break down.

An example: a player spawns at the spawn there, you can't beat and break down. The player must be 100 blocks away from the spawn to build, and every time the player destroys a block a message should come into the chat:

You have to go 44 blocks to dismantle.

Would be super good if you could send me such a plugin

You need Worldguard and Worldedit.
