Is BlackSpigot and its offers legal / illegal?

This site offers things like Xenforo's forum software or Minecraft plugins for free!

However, these products cost 1-500 euro. E.g. Xenforo.

Now BlackSpigot offers Xenforo NULLED, Free! Is that illegal? Actually already. Would you be punished if you used this software by them?

Why is this page not blocked if it were illegal?

well BSMC is illegal but it's not at the same time. They have their servers in Russia where is not Piracy against rules.
