I would like to create my own server. I've already created one with aternos and now wanted to expand it to buy villagern stuff and you can see which are the best three players and much more. But since I think that there are no plugins for this I wanted to ask how it works with the programming I program with C # does it work or only with Java what do you think I should do with aternos and add own plugins or try my own program.

A Minecraft server is just a program that you install on your PC or just a server (= computer on 24/7).
