Minecraft Spigot Server Perk Plugin?

Search for my Minecraft Spigot 1.12.2 server multiple plugins:

Keep a plugin for perks like Inventory or something
A plugin that monitors chests and locks them for emergencies
A plugin with which you can approve items
Other useful plugins for a citybuild

I would also be glad, if jmd of you could write such a plugin itself, or at least so far that I can still edit it xD

Of course someone here writes you a plugin for free, why not?

Go to Spigot forums and have a look around. There are thousands of plugins for your projects.

If you do not even get that far yourself, it will not work with your server anyway, I'm sorry.
