How many threads does Java or Minecraft support?
A kernel, java is limited
How can it be that my CPU has only 4 threads, because all four threads are loaded?
Minecraft may be limited, but Java is not.
Other programs
Java is a programming language, and with Oracle's JRE, the number of threads is limited only by the underlying system. Minecraft uses only one thread for the compute-intensive operations (especially Ticks).
What is the highest clocked 1 core CPU?
No idea, really high clock rates but you achieve only with a very effective cooling, which, for example. Based on liquid nitrogen. The clock rate is by no means responsible for the single-core performance alone.
How much percent is used?
If I fly fast and load the world, all 4 threads are at 70-90% utilization.
And if you do not fly fast? What percentage does the Task Manager indicate for Java?
Ingame I take the MSI Afterburner. Thread 1-3 are at 7-12% and thread 4 at 35% approx. When I'm resting.
So Minecraft benefits from processors with high single thread performance.
The i5 4690 I have definitely has not…
Could it be that you have installed Optifine and you have Multi Core Chunk loading active? Then 4 cores are used but just to load chunks.

The 4690 (non-k) has 2117 points
I have the 4790k who has 2530 points
The Ryzen 5 2600X has 2144 points
So you are relatively well with your CPU.
Java can have as many threads as it wants.
Minecraft uses only one - Notch was probably too lazy for multithreading.
Minecraft is still being developed, why do not they change that?
Too big change. Since you would have to reprogram the whole game.
Really in the long run, with beheaded CPU etc.: around the 6 GHz. You can't do much more without a special cooling system.
