I'm looking for a cheap (at best free) Minecraft Bedrock edition server.
This should be reasonable and meet the following criteria:
24/7 online
10 player slots
No "refresh" after 60 min
Budget of max. 2 euro / month (at best free of charge)

If you buy a server it will not run on your pc.
But if you want to have the server on a Raspberry PI, you host it yourself

I know that when I buy one that doesn't run on my computer. But can you please give me an answer to my real question?
In and of itself, you can run such a server on a Raspberry Pi. But do not assume that the part will withstand 10 players.
The RPi should also have a static IP address (which hardly any home network has) and be publicly accessible via the network at the relevant port.
There will probably be no free servers. Nitrado will probably be the cheapest option. Or you rent a vServer and install the software there yourself, then (instead of 11 euro / m as with Nitrado) you can get out at around 6-7 euro a month, but you have to manage the server yourself.
