If you use the normal Minecraftserver and not the in-game LAN function, that's pretty easy. All you have to do is open the TCP & UDP port 25565 in the router and forward it to your computer / server.
I'm not sure if you understand exactly what you are doing and how it works.
If you run the server local on your computer (as it sounds to me), then the server will only run if you start the application on the PC and the PC is running.
The next step is to set up port shares on your router. There you will find the right guide to your router. Then you need the release on your PC, probably a Windows, here you can also just look on Youtube as you configure the Windows Firewall accordingly.
