Can have many causes. Too little RAM, the server runs on a VM and a lot runs on the "neighboring" machines too. The connection to the internet is rather weak. It's badly configured. Too many plugins? Unfortunately, you don't write a lot of information about your server.

Sure, not enough RAM. The 1.16.4 needs at least 3 GB, more with gamers.

And don't buy Nitrado servers. So hard overpriced.

Aside from increasing the RAM, it would help to use PaperSpigot instead of Spigot. And then it helps even more to use Aikar's flags. But only if it is still lagging
