Well, a server is nothing more than a PC that offers a service. If you want to set up a Minecraft server you can basically simply download Java for Server and run the Minecraft Server file (https://www.minecraft.net/de-de/download/server). You already have a server.

Since Windows is of course absolutely not intended for servers at all, it makes sense to rely on Linux for performance reasons. I have my MC server running on Ubuntu 20.04 LTS. You don't have a GUI anymore, but it's still pretty easy to set up the server.

If the server should be accessible from outside it could be difficult. If your ISP gives you an IPv4 address, you only need to enable port 25565 for your server and use DynDNS. If your ISP doesn't give you an IPv4 address, things get complicated and expensive if you don't have a friend with an IPv4 address.

That might sound mega complicated, but it's totally simple. There are thousands of instructions for each step and if you have any problems you can always ask here.

Minecraft servers allegedly can't be hosted over IPv6. At least it didn't work when I put mine on.
And well, 12 euro a year is more than nothing. Especially when you are young and just want to play with a friend or something that is relatively expensive.
