I play with a few friends on a Spigot / Bukkit Minecraft server from Nitrado on version 1.16.4
Now to the problem:
We want to increase Villager in order to have good book trades. First we brought the villagers from a nearby village to our base, set up several beds (more than villagers) and then threw bread to the villagers. However, they did not collect this, and accordingly did not multiply. However, an Iron Golem was spawned at our "Villagerhotel", which is why I assume that it counts as a village.
Nevertheless we then looked for another village and tried to increase Villager in that village. There were enough beds. Nevertheless they did not collect the bread and did not multiply.
I didn't find anything about it on the Internet

You probably set the gamerule mobGriefing to false. Then mobs (including villagers) can't pick up any items. Enter the following to restart bullying:
/ gamerule mobGriefing true
If you are afraid of creepers, the Gamerule only briefly turns on true (with the above command) to increase your villagers. Then you simply set it back to false.

I guess you know but always keep enough distance when "breeding".
