Why is my internet at minecraft so bad?

I have had problems for a few weeks that when I do minecraft tab with me there are only 1 or 2 bars on the internet but why?

I always upload over 20 mb and still never have the full internet on a minecraft server. The server is in Germany but most of the servers where I play are in Germany and there I have all the bars for the connection.

So what could it be and how do I always get the full bars?

I don't think that the neighbors need so much internet that it is bad.

No, that's the same with everyone. I talked about it yesterday with a friend, we played Mario Party on Cytooxia and I only had 2 bars but everyone else (he too) had all bars full, it was the same for him, so he only had 2 and that Rest all full again… Iwiss bissle funny

Yes but if many have the problem then it has to be fixed or something but if I have a beam then it lies and that's not funny?
