Since I wanted to have my own server myself, I still have a question: and although I want to program everything myself on my server, first of all I don't know where to host such a server in which you can write programs and then I don't know how to program something involved in it. You can get the server from Mojang. Then you can e.g. Use Bukkit, so you can then insert your own plugins into the server.

Bukkit is no longer actively supported for the new versions. You can only get to Bukkit via detours.

I would simply rent a v-server so that you can do what you want and host a server.

In the meantime, a lot has actually been programmed on a spigot basis. MD_5 develops both spigot, bungeecord and bukkit. Bukkit is no longer compiled automatically, but only on special command. A few years ago, Spigot largely replaced Bukkit to my knowledge.
