How do I create my own texture pack in Minecraft?

Now I want to finally create my own Tp.

However, I do not know where or how to do this.

Do I have to download a default pack first, or can I take the default pack and change it?

In general with which program do I have to do this / can I do that?

And how do I choose it, all the trimmings, please explain.

Simply download the default pack on the Internet and then edit with PS. More need not be considered as long as you do not change the names of the files.
